Observed Running 与 Foreground Ready 均以 launch requested 的 host monotonic 时间为起点，以同 generation 的首个观察事件为终点。轮询误差上界单独保存。
边界
Python 71/71、Swift 62/62 通过（E2）。passive observation 不输出启动耗时；当前结果不是 main/首帧等精确启动阶段，真机 E4 保持开放。
